Report on a business tour to Austria
and a visit of HERZ Energietechnik GmbH


A business trip to Austria and a visit of a plant of HERZ Energietechnik, a leading European heat and power generating equipment and machines took place on October 21-24, 2010 as a part of the business program of the 12th St. Petersburg International Forestry Forum. A delegation out of the Forum participants including heads and technical specialists of forestry enterprises, representatives of administrative bodies and research institutions flew to Vienna, the capital city of Austria. Upon arrival the delegation went to Pinkalfeld to HERZ production site.

Dimitar Dimitrov, Sales Department Head of HERZ Energietechnik in Russia told the delegates about the company history, products range and models, marketing and personnel policy. An active discussion covered issues on the company performance and the technologies used in production, technical specifications of equipment and machines, boilers and fuel capacity. All the delegates were presented corporate notebooks and souvenirs. Upon a presentation and a round of negotiations a tour to the plant took place. At the plant delegates could get more detailed information and see all the technological processes.

The evening reception was organised for the delegates in a private brewery RABENBRAU.

The next morning, after breakfast participants could visit existing boilers. Delegates could get more detailed technological information about boilers of various capacities.

The first boiling chamber Jormannsdorf of 500 kW provides heating to a unique greenhouse for chrysanthemums, its trading house and shop. The second boiling chamber Neckenmarkt of 1,600 kW started in 2009 uses environmentally friendly hard fuel. Being accompanied by HERZ heads and technical specialists the delegation walked around the boiling chambers to see all the equipment, processes and maintaining services in action, as well as the unique loading (using the local landscape) and fuel burning technology, and equipment monitoring devices. Therefore all the delegates could find the most comprehensive information on HERZ boilers of various capacity, technological process management and monitoring, etc.

Upon the end of the meeting delegates expressed gratitude and presented corporate souvenirs to the hosts. HERZ Energietechnik heads were presented a certificate of gratitude from RESTECR Group. Everybody wished to meet again as well as to continue cooperation and business networking in the future.

In the very end of the tour delegates were offered cultural program around Vienna.

Press release on the events result

The 12th St. Petersburg International Forestry Forum was held on October 19 – 21, 2010 in St. Petersburg. The Forum Organizing Committee was chaired by Iliya Klebanov, the Plenipotentiary Representative of the President of the Russian Federation in the North-Western Federal District. The Forum was officially supported by the Federal Forestry Agency of the Russian Federation, Ministry of Natural Resources of the Russian Federation, Committee for Natural Resources, Environment and Ecology of the State Duma of the Federal Assembly of the Russian Federation, Chamber of Commerce and Industry of the Russian Federation, RAO Bumprom, All-Russian Public Organisation Delovaya Rossiya (“Business Russia”), Leningrad region Chamber of Commerce and Industry and the industry leading associations and unions. In 2010 St. Petersburg International Forestry Forum in a partner the Year of Biodiversity 2010 declared by the UN. Over 950 forestry specialists from 62 Russian regions and 12 foreign countries participated in the Forum. The Forum operator is RESTEC® Exhibition Company.

The Forum program was opened with the plenary session Modernization of the forest industry as a major factor in its efficiency increase. At the session chaired by Aleksander Polukeev, Assistant of the Plenipotentiary Representative of the President of the Russian Federation in the North-Western Federal District there were presented reports by: Mikhail Fyodorov, Head of the Federal Forestry Agency of the Russian Federation; Nikita Belih, Governor of Kirov region; Hans Jansen - Senior project manager United Nations Economic Commission for Europe; Yuriy Trubin, Minister of Natural Resources and Forestry of Arkhangelsk region; Vladimir Chuiko, Board Chairman, CEO of Bumprom RAO; Franz-Josef Bütfering, President of EUMABOIS (European Federation of Manufacturers of machines and accessories for woodworking); Gerhard Kornfeld, Director General of Mondi Syktyvkar OAO; Yevgeniy Shvarts, Ecological Policy Director of WWF Russia; Dmitriy Chuiko, Government Relations Director of Ilim Group; Heinz Kopetz, President of European Bio-Fuel Association, Alkesey Ivanov, Head of Department services for forestry, pulp and paper and packaging companies of PricewaterhouseCoopers in Russia. Over 600 delegates have taken part in the plenary session.
The first day of the Forum program continued with the conference Russian Forestry organised jointly with Federal Forestry Agency of the Russian Federation. The conference featured a discussion of amendments of the Russian Forest Code and subordinate legislation on security, protection, use and rehabilitation of forests, establishment of special organisations responsible for wildfire extinguishing, interaction of the federal center and regions for the purpose of forest management, forest certification and illegal felling, world practices of forest intensive rehabilitation, etc. The conference moderator was Mikhail Fyodorov, Head of Forestry Department of the North-Western Federal District. The number of participants exceeded 200 specialists.
Traditionally the Forum featured the international conference of advanced technology and developments in pulp and paper industry Pulp, Paper & Tissue Russia (supported by Bumprom RAO and Delovaya Rossiya organisation). The conference program of the first day included a section of business events Overview of the international situation in PPI. Facts, figures and trends. Main topics: world pulp and paper industry development dynamics, PPI of the European Union and the USA in the context of global climate change, Russian forest based technology platform and PPI. The conference moderator: Vladimir Chuiko, Board Chairman, CEO, Bumprom RAO. The conference was participated by 90 specialists.
PPTR conference program of the second day was proceeded with a section Situation in the Russian pulp and paper industry in the crisis, looking into the future which included the following business reports: Ratings, comments and forecasts of the Russian pulp and paper industry development in the whole industry and separate pulp and paper production segments; Business in unstable economic conditions, problems of processes optimization and product competitiveness improvement; Investment projects implementation in the current economic conditions; Problems concerning raw materials and environment in Russian pulp and paper industry.
The first day of the Forum business program was closed with the round table meeting Forestry personnel organised with the support of St. Petersburg State Forest-Technical Academy. The round table topics: Forestry personnel and academic staff according to the Russian Forestry Development Strategy to 2010 plan, Matching the curriculum to the market demand, Forestry technical education, Opportunities for young specialists at the modern market. The round table moderator was Aleksander Alekseev, Vice Rector, St. Petersburg State-Technical Academy. The round table was participated by heads and personnel department specialists of the leading industry enterprises (Mondi Syktyvkar OAO, Ilim Group, etc).
The Forum second day offered delegates a rich business program. The international conference Biofuel production and utilisation in Russia and abroad co-organised with National Bio-Energy Union. The issues of European energy policy influence on the European pellet market future development, opportunities of bio-energy development in the USA, availability of forest biomass for energy production, biofeul policy and biofuel projects of the UN countries (Germany and Sweden) were discussed within the first part of the conference. The second part was presented with reports on the following themes: Wooden pellets and opportunities of carbon market, The necessity to form domestic biofuel market, international trade of biomass and renewable forestry resources, Grains production of various raw materials, Transport and logistics for granules transporting, joint projects implementation under the Kyoto protocol, etc. Listeners were presented successful biofuel projects launched in Russia. The conference gathered over 150 delegates.
The growing today in Russia demand for convenient living environment that meets all the world standards promotes holding the conference Main trends for wooden houses construction development in Russia. Woodworking issues were also discussed at the conference Wood board production for construction and furniture industries. Problems with fight against illegal felling and integration of the Russian forest industry in the global system of certification are especially urgent today. The discussion included the issues of participation in GFTN practice – benefits and prospects, requirements of international market – sustainable forest management, new trends – promotion of certificated products to the domestic market. Forest dialogue seminars are devoted to the issues of effective forest management. The seminars’ aim is to provide the Russian specialists with applied answers to the most urgent industry questions. The seminars included Forest wildfire prevention and extinguishing, State forest inventory system and register. Prospects of implementation and Forest certification in Russia. Forest dialogue was co-organised with the Federal Forestry Agency of the Russian Federation. The discussion and meetings were participated by over 80 specialists.

For the first time the Forum featured a business trip to Austria and a visit to Herz Energietechnik. The trip included a visit to the production site and the existing energy facilities – boiling chambers, interviews with the company top management (CEO, Research Development director, Sales Department director), meetings and negotiations.
Traditionally the Forum program was added with specialised exhibitions. On October 19 – 21, 2010 St. Petersburg hosted the 14th International Specialised Exhibition TEKHNODREV, 7th International Specialised Exhibition TransLes and 7th International Specialised Exhibition Wooden construction. The exhibitions TEKHNODREV and TransLes demonstrated a wide range of technologies, equipment and tools for woodworking and furniture industries, vehicles and machines for earth, water and air transportation of forest freights, machines and technology for forest roads construction and maintenance, forest freight transport and wholesale logistics. The Wooden construction exhibition was devoted to advanced technology and developments, materials and structures for construction of facilities and buildings of wood, tools and materials for interior finishing and decorating.
The potential and integrated programs of the Russian regions forestry development and regional forestry investment projects were presented at the 5th exhibition Russian regions. Forestry potential. The exposition included collective stands of Leningrad and Vologda regions, a stand of representatives of Archangelsk region.
Altogether the exhibitions were attended by over 70 companies from Russia, Germany, Belarus, Austria, Italy, Lithuania. The number of trade visitors amounted to 2,517 specialists from Russia, Belarus, Ukraine, Finland, Sweden, Germany, Italy, Netherlands. A drawing of three saws by STIHL®, a leading gas saw producer, was held on 20 October among trade visitors.
The Matchmaking Centre offered its services to all the registered visitors to hold negotiations under their individual schedules with the Forum participants.
The 13th St. Petersburg International Forestry Forum will be held on October 4-6, 2011. Press-release. Results.

The 11th St. Petersburg International Forestry Forum was held in St. Petersburg on October 6-9, 2009. The Organizing Committee of the Forum was headed by the plenipotentiary representative of the President of the Russian Federation in the North-Western Federal District. The Forum was officially supported by the Federal Forestry Agency of the Russian Federation, the Committee on Natural Resources of the RF State Duma, the Forestry Committee of the Food and Agriculture Organisation of the Unated Nations (FAO UN), RAO Bumprom, All-Russia Public Organisation BUSINESS RUSSIA, leading national and foreign industrial associations and unions. Over 1200 delegates from 12 countries and 58 regions of Russia took part in the Forum.

The congress program of the Forum was opened on October 7 by a panel discussion: Forestry Investment: Myth or Reality. The main topics for discussion included: the challenges faced by the forest sector in the crisis, stimulating the domestic demand for the forestry products, attracting investments to the sector, developing deep timber processing and increasing domestic consumption of the forestry products. The panel discussion was co-organised by the PricewaterhouseCoopers Company.

The 4th International Technical Conference on advanced technologies and developments in the pulp and paper industry Pulp, Paper & Tissue Russia, held at the Forum on October 7-8, was organised with the support of RAO Bumprom and the All-Russia Public Organisation BUSINESS RUSSIA. The structure of the conference included the following sessions: Pulp and Paper Industry in the Crisis and The Russian Forest Sector Technology Platform as a Scientific Basis for the Forest Sector Strategy Development. Reports presented were dedicated to: the forest sector development strategy and national research programs, the forest sector technology platform and pulp and paper industry as a driver of development, the national research program: pulp and paper, personnel training for the Russian forest sector, environmental problems of the pulp and paper industry in the global economic crisis, solving the problems of bioenergetics and water conservation; the use of membrane techniques in the pulp and paper industry and related industries.

For the first time the program of the Forum included the I.Z.B.A. roundtable meeting - Infrastructure. Zone of Housing and Communal Services. Building. Architecture - dedicated to the wooden construction. The roundtable topic was Wooden Share: wooden housing construction share in the structure of modern country housing market.

The meeting included discussion of the land market of the Leningrad region (removal of unused land, work on the allocation of free land plots for individual house building, introduction of a special regime for the securities of agricultural lands) and effects of these measures on the development of the individual building; investment in the economy of the Leningrad region (creation of new jobs and sources of tax revenue), the role of engineering and transport infrastructure in the development of new areas for housing; the share of individual house building in total housing under construction (How it will change, what it is depending on? At what stage is the preparation of regional program for the development of low-rise building?), Major trends in the industry for the production of wooden components for housing, their influence on the development of a wooden house and its competitiveness in Russia; and transfer of forest land in the land of other categories, including land settlements.

The Wooden Board Production Conference (technological aspect) was dedicated to the promising wooden board market. The indexes of the wooden board production and consumption in the housing construction sector were negatively affected by the crisis. In connection with the rules accepted abroad concerning formaldehyde emissions the wooden board producers will have to manufacture their goods in accordance with the new environmental requirements.

To compete at the domestic and foreign markets the wooden board producers will have to optimise production costs and improve the production quality to the limit, to a large extent for the account of production modernisation using the most advanced technologies. Partners of the Conference: Saint-Petersburg State Forest-Technical Academy named after Kirov, German engineering companies Siempelkamp Maschinen und Anlagenbau and Dieffenbacher.

Energy conservation and efficient processing of waste produced by the forestry complex are gaining momentum in the current economic conditions. On October 7, a group of businessmen and officials from among the Forum participants visited biofuel-based operating boiler houses as a part of the Model of a Municipal Power Facility off-site event in Priozersk (Leningrad region). During the trip, its participants saw the work of boilers of various capacities, received expert comments and visited a roundtable discussion on the effective use of biofuels, organised jointly with the administration of Priozersk.

The following issues were discussed: practical implementation of bioenergy capacities of the forestry complex, the use of alternative energy sources, recycling problems and solutions for the forestry enterprises, advanced combustion technologies, cogeneration, experience in the implementation of projects for converting boilers to solid fuels and their modernisation, and the issues of construction and design for the production of fuel pellets.

The Russian Forestry Agenda 2009-2010 Plenary Session, under the chairmanship of Deputy Plenipotentiary of the President of the Russian Federation in the North-Western Federal District Aleksander Polukeev, opened the second day of the Forum. Welcoming speeches were made by: Iliya Klebanov, Plenipotentiary of the President of the Russian Federation in the North-Western Federal District; Vladimir Zubkov, First Deputy Chairman of the RF Government, Chairman of the Council for Forestry Development under the RF Government; Aleksey Savinov, Head of Federal Forestry Agency of the RF Ministry of Agriculture. Presentations were made by: Boris Bolshakov, Deputy Head of Federal Forestry Agency of Russia; Nikolay Churkin, Deputy Chairman of the Federation Council Committee for Natural Resources and Environment Protection; Vladimir Torlopov, Head of the Republic of Komi; Victor Grachev, Deputy Governor of the Vologda region; Aleksander Belyakov, Chairman of the Committee for Timber Industry and Forestry Development of the Chamber of Commerce and Industry of Russia; Aleksander Gabitov, Deputy Governor of the Novgorod region; Hans Jansen, Senior project manager of United Nations Economic Commission for Europe; Clive Suckling, Global Leader, Forest, Pulp & Paper and Packaging, PricewaterhouseCoopers; Chen Xingliang, Vice-President of Chinese Academy of Forestry; Victor Chuyko, Board Chairman, Bumprom RAO Senior Vice-President; and Evgeniy Shvartz, Director on Conservation Policy of WWF of Russia.

The Russian Forestry Development: Modern Condition and Prospects Conference was organised jointly with the Federal Forestry Agency of Russia. The conference included detailed discussions of the transfer of the forestry administration functions by the government for territories granted for use, renegotiation of lease contracts in accordance with changes in legislation and abolition of felling licenses, the status of the forest roads network, organisation of a unified system of state accounting of harvested wood to prevent illegal logging and illegal trafficking of timber.

Practical seminars of the Forest Dialogue cycle, organised by the Federal Forestry Agency, became a novelty of the Forum. The cycle included such seminars as: Forestry Accounting System in Russia (moderators - V.V. Kositsyn, Deputy Head of the Forest Administration, Inventory and Forest Register, and V.I. Arkhipov, Director of Federal State Unitary Enterprise Roslesinforg); Financing of costs of forestry management (moderator - N.A. Petrunin, Head of Budget and Finance Administration), Customs gives way (moderator - V.G. Koltsova, Chief State Customs Inspector of North-West Directorate of the Federal Customs Service of Russia) and Forest Arithmetic (state measurement system for volumes and registration of converted wood) (moderator - V.A. Kondratjuk, State Research Centre for the Forestry Complex).

The Between Kyoto and Copenhagen Conference, dedicated to implement the bioenergy potential of the Russian timber industry, was one of the main activities of the Forum. The Conference included discussion of the role of the state in the Kyoto Protocol implementation, application of Kyoto Protocol mechanisms in Russia, the World after Kyoto. What should we expect after 2012?, myths and reality of Kyoto forests, projects in the field of biofuels, the international market of emission reductions, energy efficiency, modernisation of existing production facilities and ways of reducing production costs and improving environmental safety. The conference was attended by representatives of the Ministry of Economic Development, Rosleszaschita FGUP, Baker & McKenzie International Company, Directorate on project management for energy conservation and environmental management of Sberbank of Russia, the Ural Center for Energy Efficiency and Environment, Vologdabioeksport, and WWF of Russia.

The topic of biofuels was followed-up at the Model of a Municipal Power Facility business trip that was held on October 8-10. Participants of the trip visited the production facilities of the world's leading heat energy companies Vapor Finland Oy, located in the city Mynamaeki (Finland). The greatest interest was aroused by the excursion to a modern, launched in 2009, boiler plant working on solid biofuels. Lead by the company's experts, the delegates toured the boiler room and got to know about the boiler service operation and technology, fuel loading and combustion processes, and equipment monitoring. The excursion and talks with energy expert allowed the participants to receive answers to specific questions relating to the use of different types of fuel, control over production processes and technological aspects of biofuels use.

The Matchmaking Center was open all the days of the Forum. 87 meetings attended by more than 30 companies were held as a part of the matchmaking activities. Delegations from the Russian regions were offered various options of participation in matchmaking, such as: organising negotiations on individual schedules and conducting personal consultations with leading experts.
Negotiations were held on various topics. As part of the Supply of timber harvesting and wood processing equipment. Consultations on technology and production organisation section, various customers, including the Ulyanovsk region (Lesnye Resursy, Ltd.), the Krasnoyarsk Territory (Yenisei Plywood Mill, Ltd.), the Zabaikalye Territory (Zabaikalye-1, Ltd., MUE Harangules), the Republic of Karelia (Association of Forest Users of the Priladozhye, Prionezhye and Pomorye) and the Leningrad region (International Paper, Ltd., Svetogorsk PPM), held a series of meetings with suppliers - such companies as BRUKS-KLOECKNER GmbH, Hyundai Corporation, Papcel SPb Ltd., Tekhnopark LTA CJSC and Rezoff Ltd.

Association of Forest Users of the Priladozhye, Prionezhye and Pomorye held several meetings on raw materials supply with the Leningrad Region enterprises, among them - Metsaliitto Podporozhye Ltd., MM-Efimovskiy Ltd., International Paper (Svetogorsk PPM) CJSC. Members noted convenience and efficiency of this service, in particular, in term of reducing time spent in search for a partner and organisation for negotiations. Representatives of a logging company of the Novgorod region (Rus-Pola Forestry Enterprise Ltd.) held talks with enterprises of the Leningrad Region.

Hyundai Corporation Company held several meetings on procurement of advanced equipment from leading South Korean manufacturers for production of fuel wood pellets and construction machinery and on turkey construction of a plant for the production of fuel wood pellets. The negotiations were attended by AltBiot CJSC (Krasnodar), Vologdabioeksport Ltd. (St. Petersburg), and TMA Consulting Ltd. (St. Petersburg).

The matchmaking activities included personal consultations with leading industry experts. The CEO of the Association of Wood Housing held meetings with and responded to questions of several companies, including Svoy Dom Ltd. (Krasnoyarsk region) and Berezovsky Timber Industry Enterprise OJSC (the Kirov region).

Representatives of pulp and paper mills actively participated in the work of the Matchmaking Center as well, among them: International Paper CJSC (Svetogorsk PPM), Svetlogorsk PBP JSC, UPM Forestry Concern, Combined Paper Mills Management Company Ltd.. They had several meetings with suppliers of mineral fillers and pigments for the paper industry (OMYA RUS Ltd., BASF CJSC, Moscow representation office of DOW EUROPE GmbH) and with companies that manufacture and sell equipment for the pulp and paper industry (TELKO Ltd.). As much as 28 meetings were held.

Foreign enterprises and organisations also took an active part in the matchmaking activities. Representatives of the Chamber of Commerce and Industry of the Republic of Tajikistan received advice on equipment supply and opportunities for investment projects and discussed the promotion of business structures of Tajikistan in exhibition and congress projects held in St. Petersburg. The Moscow International Business Association held consultations on opportunities of cooperation with Chinese enterprises on the supply of goods, raw materials and equipment from China, and of assisting in organisation of business trips to China. Specialists of the Iranian Pulp and Paper Association (Iran Glucose & Starch Association) met with representatives of pulp and paper mills (Combined Paper Mills Management Company Ltd., Svetlogorsk PBP JSC) to discuss future cooperation.

The Exhibition program was an important part of the St. Petersburg International Forestry Forum. From 6 to 9 of October, over 3500 forestry specialists from all the Russian regions visited the International Specialized Exhibitions Tekhnodrev, Transles, Wooden Construction, Regions of Russia. Forestry Complex Potential. Over 100 companies exhibited their advanced technologies and equipment of the forest sector.

The Golden Cutter Award Ceremony was held on October 8. The jury included leading specialists and experts from the Saint-Petersburg State Forest-Technical Academy named after Kirov and was headed by Doctor of Technical Sciences, Honorary President, Professor of the Saint-Petersburg State Forest-Technical Academy named after Kirov, member of the Academy of Natural Sciences Vladimir Onegin. The Golden Cutter Award symbolises recognition of the achievements in production and supply of equipment, development and application of advanced wood processing technologies. The Golden Cutter is awarded for the best products and services in six nominations by the results of a competent jury assessment.

The Forum was sponsored by the leading forest sector company - Ilim Group. The 12th St. Petersburg International Forestry Forum will be held in St. Petersburg on October 19-21, 2010.

POST PRESS RELEASE. INTERNATIONAL FORESTRY FORUM, OCTOBER 8 2009

The third day of the 11th St. Petersburg International Forestry Forum began with the Russian Forestry Agenda 2009-2010 plenary session.
Alexander Polukeev, deputy ambassador, who led the session read out to the participants welcoming speeches of Victor Zubkov, First Deputy Prime Minister of the Russian Federation, and Ilya Khlebanov, Plenipotentiary Representative of the President of the North-Western Federal Region.

Having called the Forestry Forum a competent platform Victor Zubkov focused his attention on the most topical issues of the forestry complex, such as technical rearmament of this industry, development of the industry legislation, protection and security of forests. He expressed his hope that the forum participants would find necessary solutions and ways to overcome the crisis of the industry.

Ilya Khleanov pointed out that under the present circumstances what is especially vital is attracting investments into the forest industry, which can be achieved by establishing business contacts within the framework of the Forum. According to Alexander Polukeev, a traditional forest industry event attracted this year more than 600 enterprises from 12 countries and 50 Russian regions.

Boris Bolshakov, Deputy Head of the Federal Forestry Agency of the Ministry of Agriculture of the Russian Federation, whose performance was the first at the plenary session, emphasised that 3 years have passed since the Forestry Code was enforced, but still we haven't created a full-fledged forestry sector, neither federal nor regional. Meanwhile, forest is a major treasure in Russia. And as any treasure, it needs protection. In his opinion, forests are not used efficiently; the industry faces a lot of problems, such as short-term forest rent agreements or underuse of advanced plants' seeds required for forests recovery.

According to Nikolay Churkin, Deputy Chairman of the Russian Federation Natural Resources and Environment Protection Committee, now the threat of an environmental disaster is more probable than ever. In his report he said almost 50% of forests and agricultural areas are destroyed, while Russian forests absorb annually up to 250 million tons of carbon dioxide and they could absorb even 300 million or more. The state could get high revenues from that, but legislative problems, tough relations with international nature conservation centers prevent it.

Mr. Churkin believes that a significant step forward in protecting the environment is signing the Kyoto Protocol. Unfortunately, the majority of leading countries including Russia ignore it. Nevertheless, our country has worked out a climate doctrine that is still to be signed by Dmitry Medvedev, the President of the Russian Federation. The participants of the Between Kyoto and Copenhagen Conference discussed the role of the government in enforcing the Kyoto Protocol, introducing its mechanisms in Russia and many other issues. The participants noticed that ratification of the Kyoto Protocol by Russia created a platform to attract investments from the West and increase competitiveness of Russian products. Still, while this mechanism hasn't started operating to its maximum, Western investors are not so willing to invest into the Russian regions.

At the Development of Forestry of Russia: Modern Condition and Prospects Conference they discussed methods to improve the system of government forestry management and planning, problems of forestry usage, development of forestry transport infrastructure as well as issues concerning extinguishing forest wildfires.
According to Nikolay Kovalev, Head of Avialesokhrana Federal State Institution, the situation that was created after the responsibility to extinguish forest wildfires was transferred to constituent entities of the Russian Federation, showed the pressing issues of this industry. First and foremost, this is lack of human resources, aviation problems and lack of equipment maneuvering.

On October 8, the Pulp, Paper&Tissue Russia Exhibition, devoted to Russian technological platform as a scientific base of forest development strategy, was open.

The congress program was open on October 7, within the framework of St. Petersburg International Forestry Forum. It started with the panel discussion: Forestry Investment: myths and reality. Its participants discussed the main question of how to retain their position and at least not to weaken the industry? Among the projects of the government support of the forestry sector that were carried out, experts voiced a number of development challenges in the industry. They included high bank interest rates and a refusal to refinance loan debts, lack of experts in analytics in the industry, lack of control of wood suppliers, infrastructure underdevelopment, no domestic demand incentives and others. According to the majority of the participants, government support is still rather small while being one of the main methods to strengthen the forestry industry.

That day the PULP, PAPER & TISSUE RUSSIA Conference was also open within the framework of the Forum. The first day was devoted to pulp-and-paper industry in the circumstances of crises. Vladimir Chuiko, Chair of the Board, First Vice-President of RAO Bumprom, told participants about the strategic checkpoints in the pulp-and-paper industry development in Russia. Despite the fact that pulp-and-paper industry decreased by 9.7%, it's still one of the most stable industries in the Russian timber processing complex. Having pointed out that a significant number of manufactures producing pulp-and-paper are city-forming, Vladimir Chuiko underlined that after overcoming the crisis many of them wouldn't be ready to work. Post-crises industry development is thought to be in biofuel production development. It had also been taken into view by a lot of leading foreign countries. Of course it's the Russian government that has to support the forestry complex as it can create incentives to attract investments into pulp-and-paper industry, for instance, tax preferences for investors. Given that since 1980 no pulp-and-paper enterprise has been built in Russia, we can see that there won't be sensible forests usage without the government participation.

New trends of house construction were discussed by the participants of St. Petersburg International Forestry Forum at the round-table meeting I.Z.B.A. Infrastructure. Zone of Housing and Communal Services. Building. Architecture. According to Alexander Chernikh, CEO of NR Wooden Housing Association, economic crisis dictates the necessity to look for new architectural and construction housing solutions. A modern wooden house should be very spacious while being of a small size and be of the highest quality with minimal expenditures. The new technology that has been used for several years in the West has now come to Russia. This is a sphere-shaped house with adjacent portals. Research has shown that this construction has a positive effect on physiological and psychological conditions of people.

The Wood Board Production Conference was more optimistic according to the reports. Conference Moderator Adolf Leonovich, doctor of technical studies, described the industry current situation as positive. In spite of the fact that the demands on this production have diminished because of economic crisis, suppliers now have the opportunity to transfer to import substitution, develop new board types production, introduce new technologies, and finally, modernise already existing production lines, which they didn't have time to deal with because of increasing demands. Ecological issues were also mentioned on the conference: new formaldehyde standards accepted by foreign countries make producers (including Russia) search for other materials and technologies. On October 8, St. Petersburg International Forestry Forum will be open with the Russian Forestry Agenda 2009-2010 plenary session. Exhibitions, conferences and round table meetings will be open as well.

On August 28, 2009 a meeting of the Organizing Committee of the 11th St. Petersburg International Forestry Forum took place at the office of Ilya Klebanov, Plenipotentiary of the President of the Russian Federation in the North-Western Federal District.

Representatives of state authorities, leaders of branch associations, business, financial and research cycles took part in the work of the Forum Organizing Committee. The main topics of the meeting were the issues of the final stage of preparation for the 11th St. Petersburg International Forestry Forum and approval of the 12th Forum Program (2010).

The meeting was opened by the report by Ilya Klebanov, Plenipotentiary Representative of the Russian President in the North-Western Federal District, Organizing Committee Chairman. In his speech he emphasised the importance and significance of forestry events participated by representatives of all forest regions of the Russian Federation, noted the high status and uniqueness of St. Petersburg International Forestry Forum. To increase the Organizing Committee effectiveness upon Iliy Klebanov's proposal it was decided to involve Aleksandr Polukeev, Deputy Plenipotentiary of the President of the Russian Federation in the North-Western Federal District, as a working group head for quick solution of current problems in Forum preparation. Ensuring participation of the federal executive authorities heads in the Forum events was one of the first tasks of the working group.

Serguei Trofimov, Deputy Chairman of the Organizing Committee informed the participants about the events within the framework of the Forum business program. President of RESTEC™ informed the present persons that the Forum 2009 Program was formed reasoning from the most currently important trends of the industry development on the basis of principles of European Forest Technological Platform (FTP). The Forum is devoted to forecast of industrial production development in the forestry industry - new global challenges in the forest goods market and key ambiguities, appeared in the forestry industry due to the global financial crisis.

Leningrad, Tomsk, Yaroslavl, Vologda, Omsk, Irkutsk, Arkhangelsk, Novgorod, Ulianovsk and Orel oblasts, Altay Kray, Krasnoyarsky Kray and other regions have already confirmed their participation in the Forum. In total 40 regions have applied for participation today.

The report by Boris Bolshakov was devoted to the conference held by Rosleshoz: Development of Forestry of Russia: Modern Condition and Prospects Conference and the events aimed at Forum support. In his speech, Deputy Head of the RF Federal Forestry Agency informed the present persons that from the Agency over 100 experts of forestry representing Rosleshoz and regions of Russia will take part in the Forum work .

In addition to discussion of issues concerning St. Petersburg International Forestry Forum, the meeting participants discussed holding the 2nd Forest Summit Interles Lisino in cooperation with the Federal Forestry Agency. It was resolved to hold the summit on June 22-25, 2010 on the base of Lisino forest college in the village of Lisino-Korpus, Leningrad oblast.

The Organizing Committee members made a number of suggestions concerning corrections of the business program and solutions of current issues of the Forum preparation. All the present participants supported the suggestion by Andrey Selihovkin on including an event on staff problem of the forestry industry into the program.

According to the meeting results it was decided to concentrate efforts not only on forming current program, but also on informing the accordingly governmental and administrative structures on the final Forum declarations. Invitations for participation in the Forum events signed by Iliya Klebanov, Chairman of the Organising Committee, and Alexey Savinov, Co-chairman of the Organising Committee, will be sent to the Heads of the Russian Federation Government and executive authorities.

Summarising the Forum results it is planned to develop a Declaration and recommendations of the Forum participants which are supposed to be sent to the RF Government members.

The 11th St.Petersburg International Forestry Forum will be held in St.Petersburg on October 6-9, 2009.

Program of the Forum '2009 will be based on the advanced principles of modern European forest-based sector technology platform (FTP). The following leading industry experts are taking part in development of the program: representatives of forestry enterprises, forestry sector, science and government agencies of different levels. The forum is mainly aimed at establishment of a full-fledged state-business dialogue.

The Forum will be opened by the Plenary Session on the Russian Forestry Agenda for 2009-2010. The Session will feature such issues as the forecast of industrial production development in the forestry sector, product market, adaptation of forestry sector development strategy to the conditions of the financial crisis, forest plans of the subjects of the Russian Federation, international experience of quality spurts with participation of Brazilian and Chinese forestry representatives.

A Panel Discussion on Forest Investments: Myths and Reality will feature discussion of marketing mechanisms in forestry sector and will be the key event of the program. The following topics will be discussed at the Panel Discussion: forest product markets overview, government support of forest enterprises, mechanisms for attraction of financing to the industry (investments, government guarantees, subventions).

Issues of forestry activity organisation will be raided at the Forestry Conference. Among the key topics for discussion: management of government property, reforestation activity (genetics, seed production), development of transport and social infrastructure, marketing analysis of region's resources.

Various aspects of application of timber in modern house-building, such as infrastructure, technologies and materials will be thoroughly discussed within the framework of the I.Z.BA. from Outside Conference. The Conference will feature the I.Z.B.A. From Inside Workshop which will be devoted to the market and technologies of finishing materials and joinery production. Engineering features of board production, market trends in the wooden board industry, environmental and energy-saving qualities of wooden boards, news and industry products will be discussed at the Wood Board Production Conference.

The 4th International Pulp, Paper & Tissue Russia Conference on new available technologies and improvements for pulp, paper and tissue industry will be held within the framework of the St. Petersburg International Forestry Forum on October 8, 2009.

For the first time the Forum'2009 will feature a cycle of Forest Dialogue workshops on lease relations and logging. The following events are planned to be held: Land relations on issues of change of the designated purpose of wood lots, logging camps and municipal forests; Phytosanitary Troubles covering issues of phytosanitary barriers in domestic forest transportation and forest export problems; Forest Arithmetic on special features of converted wood accounting and a the Customs Gives Green Light Workshop which will feature discussion of manifesting procedures necessary for export of timber.
The World After Kyoto Conference covering issues of implementation of forestry sector's bioenergy potential will be the key event of the Forum. Russia's climatic doctrine, Kyoto forests in Russian Regions, science ô÷ bioenergy technologies, carbon market - these are just few of the topics to be discussed at the event. The Conference will be followed by the Model of a Municipal Power Facility Off-site Event.
The International Specialised Exhibitions which cover the whole cycle of forest production are a significant part of the Forum: Tekhnodrev, Transles, Wooden Construction, Regions of Russia. Forestry Complex Potential. The Exhibitions will feature a Forestry Matchmaking Center.

The meeting of the Organizing Committee of the XI International Forestry Forum was held on 23 January, 2009 in the office of the Plenipotentiary Representative of the President of the Russian Federation in the North-Western Federal District. The meeting was headed by the Deputy Chairman of the Organizing Committee, Deputy Plenipotentiary Representative of the President of the Russian Federation in the North-Western Federal District, Evgeniy Lukianov.

Among the major subjects of the meeting there were issues on the start-up of the XI International Forestry Forum, on organising of the INTERLES International Forestry Summit and Exhibition (June 23-26, 2009) and participation of the RF delegation in the World Forestry Congress (October 2009) in Buenos- Aires (Argentina).

Participants of the meeting highly appreciated the high organisational level of the è International Forestry Forum and discussed a project of the 2009 Forum program which should be traditionally held in October in St. Petersburg. Among the Organisers of the Forum 2009 there is the office of the Plenipotentiary Representative of the President of the Russian Federation in the North-Western Federal District, Federal Forestry Agency under the Ministry for Natural Resources of the Russian Federation, RESTEC™ Exhibition Company, under the auspice of the Food and Agriculture Organization of the United Nations (FAO UN), Russian Union of Industrialists and Entrepreneurs, Chamber of Commerce and Industry of the Russian Federation, as well as leading industry associations and unions.

In his speech, Mikhail Giryaev informed those who attended the meeting that due to the implementation of the Forestry Code, dated 01.01.2009 and transition to a new system of the forestry management, organising an integrated event for representatives of the forestry complex and industry has become particularly important. That's why the Russian Federal Forestry Agency considers the International Forestry Forum being significant and the Agency traditionally will provide support to this major and single event held within the forestry complex in Russia. The Federal Forestry Agency will also provide support to a new but highly interesting event – INTERLES – Lisino which was highly appreciated last year. The Russian Federal Forestry Agency also plans to organise specialised seminars on forest use. The "World Forestry Week" will be held on March 16-20 in Rome in the headquarter of the Food and Agriculture Organization of the United Nations (FAO UN), within the framework of this event, the Federal Forestry Agency will organise a round-table on forestry industry and recall the delegation for the World Forestry Congress which will take part in Buenos-Aires on October 18-25.

The participants came to a decision to include into the main program of the Forum conferences and round-tables on the problems of wood-waste bioenergy development during the world economic crisis, on the issues of personnel training and on the introduction of new customs regulations on the forest export. Members of the Organising Committee also made an offer to include the issues on the first experience of the Forestry Code applying, ecology, influence of the climate changes on forestry, as well as forest certification into the sections of the forestry management conference.

Eugeniy Lukianov highlighted that major topics for discussion at the Forum should include the issues of small satellite towns which provide services to the local economic mainstay engaged in the forestry complex. The employment of population in such areas directly depends on the situation within the industry. It was such enterprises that had got financial support by the state to develop and pass through a crisis.

Participants of the meeting unanimously agreed that last year the INTERLES-Lisino International Forestry Summit had drawn attention of industrial society including both government officials and business representatives. It is a unique project in Russia which allows demonstrating a work of logging machines in real conditions on the special demonstration sites, as well as learn more about reforestation and forest fire suppression process. This year the event will be held in the same format, it will include a specialised exhibition, extended business program, contests and events on forest fire suppression and reforestation. According to the results of the meetings the participants came to a decision that on the basis of the INTERLES-Lisino demonstration site it is possible to organise not only one-time events but it is convenient for holding a whole-year and permanent exhibition on forestry industry.

Business Contact Exchange will be traditionally held within the framework of the International Forestry Forum 2009 with a zone of meetings and negotiations to be organised. The Forum will also feature the following international specialised exhibitions TEKHNOFDREV, TRANSLES, Wooden Construction, Regions of Russia. Forestry Complex Potential as well as Golden Cutter and Driada contests.

In the nearest future members of the Organising Committee of the Forum will complete the 2009 program.
